Job Title: Monitoring & Evaluation (M&E) Officer

Location: Jos, Plateau State

Job Description
Monitoring & Evaluation (M&E) Officer is expected to work under the supervision and direction of the Project Director to monitor and evaluate the Implementation, impact and efficacy of the Foundation’s projects and programmes.
Specifically, the incumbent will assist in providing technical support in the planning, implementation and review of Strategic Information activities, Development and refinement of Strategic Information materials. Conducting routine data quality checks, collecting, collating and reporting all data tracked by the program, Supervise Data Clerks to verify and edit data to ensure compatibility with data entry system and procedural requirements.

Minimum qualification:
A degree or its equivalent in Statistics, Demography, Medical records/public health or social sciences
At least 3 years experience in a similar role within an NGO or related organization.
Working experience in the implementation and management of health Strategic Information systems (HIV/AIDS programming preferred)
High- level computer skills using MS Excel, MS Access, SPSS and/or SAS and Epi-Info
Basic data management and analysis skills
Excellent interpersonal and communication skills.
Ability to work with minimal supervision.
Knowledge of electronic medical records systems and deployment of database systems for patient monitoring an asset.

JOB DESCRIPTION
*Comply with the Cardinal Drilling Services Limited's Code of Conduct, all company policies and procedures and other supporting policies, standards and applicable process documentation.
*Perform all work according to agreed expectations of both internal and external customers, focus on doing things right the first time, every time and contribute actively to continual improvement activities.
*Act as a Safety Leader ensuring the ongoing identification of hazards and the implementation
of controls to manage the associated risks with a special focus on Permit to Work and Isolation procedures.
*Lead the drilling department function of the rig in the planning of goals and objectives for the annual, quarterly, monthly and weekly QHSSE plan.
*Ensure that operations on the rig are planned, organised, supervised and executed in accordance with
*well programs, rig move plans, Company's requirements and contractual obligations.
*Participate in the operational daily meeting. Review the last 24 hours, preview the next 24/72
*hours and plan for future operations with regards to equipment, personnel and logistics requirements.
*Promote and maintain a good working relationship with Client representative on board the rig.
*Maintain the hygiene and housekeeping on board to company's standards with a particular focus on escape routes to remain clear of any obstruction at all times.
*Organise and supervise the activities of the drilling department and ensure company's work instructions are understood and observed by all crews.
*Ensure all rig/deck crews have the necessary competencies, training and skills to perform their tasks, through regular mentoring, appraisal and feedback to direct reports.
*Prepare the drilling department budget and submit to DS/operations manager for review and discussion prior to submission to management
*Supervise all preventive maintenance or maintenance repairs occurring on drilling equipment in conjunction with the maintenance manager/department
*Plan and coordinate well control drills and ensure Well Control emergency procedures and responses are fully implemented and crew competencies/tickets valid and current.
*Manage the daily IADC drilling report and ensure the morning drilling report is correct.
*Openly communicate with all departments heads, with all Senior/Junior crews as well as client and service partners as required.
*Clearly and accurately communicate on a daily basis to DS/Operations manager and provide detailed handover attend of shift and end of hitch.
